Jean-François Fleury joined the Treasury Board of Canada Secretariat’s Office of the Chief Human Resources Officer (OCHRO) in 2018 as Assistant Deputy Minister of the Governance, Planning and Policy Sector. He later became Senior Assistant Deputy Minister of the Strategic Direction and Digital Solutions Sector (SDDS), where he has provided strategic leadership on key government-wide human resources priorities.

In this role, Mr. Fleury has led initiatives to improve HR and pay systems, advance the publication of more disaggregated workforce data to support diversity, equity and inclusion, and modernize the Public Service Employee Survey. He has also played a central role in shaping the federal public service’s Future of Work agenda, including guiding the development and implementation of the hybrid work model as employees returned to physical workplaces following the COVID-19 pandemic.

Through his leadership, Mr. Fleury has helped strengthen people management, foster a more inclusive and data-informed public service, and support the modernization of workforce policies and practices across the Government of Canada.
